Check your card and the program
A Pensioner Concession Card, Commonwealth Seniors Health Card, Low Income Health Care Card and state Seniors Card have different rules. A pension approval does not enrol you in every concession.
Understand the cardsCards
South Australian Seniors Card
SA Seniors Card has age, residence and paid-work conditions rather than a pension income test. It provides participating discounts and public transport benefits, with its own application.
Who it is for: SA residents aged 60 or over checking state benefits, including people without Age Pension.
- Applicants need citizenship or permanent residence and to live in SA.
- The work rule is no more than 20 paid hours a week.
- There is no pension requirement or income test for this card; that does not establish eligibility for other schemes.
What to do
- Read the official card conditions and application route.
- Prepare the identity and residence information requested.
- Apply or seek the program's assistance, and keep contact details current after a move.
Bills and household costs
SA Cost of Living and household concessions
The household-concession application covers several possible forms of help. Cost of Living Concession includes qualifying tenants and homeowners and lists card routes including PCC, LIHCC and CSHC.
Who it is for: People checking living-cost, energy, water or rates-related help for their principal home.
- Every concession still has its own household and account conditions.
- The annual Cost of Living assessment uses 1 July, with applications closing 31 December.
- Existing recipients with unchanged circumstances do not generally need to reapply; a change needs attention.
What to do
- Use the concession finder to identify the relevant household schemes.
- Check the current application period and supply the requested card, household and account information.
- Keep approval records and tell the scheme about relevant changes; ask separately about bills or accounts that do not match.
Transport
SA Seniors Card public transport
Public transport benefits are part of SA Seniors Card, but using the card and checking any journey conditions remain separate from applying for Age Pension or a federal health card.
Who it is for: Card applicants and holders planning regular travel or an interstate visit.
- Use the SA program's current instructions for travel with the card.
- Business discounts and government transport benefits have different conditions.
- Another state may require its own concession ticket or proof.
What to do
- Read the public transport section of the official Seniors Card information.
- Check how to use or replace your travel-enabled card before the journey.
- Ask about interstate recognition separately and carry required evidence rather than assuming the same fare applies everywhere.
Public dental
SA Dental adult services
SA Dental's adult pathway requires the patient's own current HCC or PCC. Being a partner listed on someone else's card is not enough. Listed adult dependants aged 18 to 21 have a specified route.
Who it is for: SA residents checking public general or emergency dental care.
- The own-card requirement differs from some other states' dependant rules.
- The service has waiting lists and treatment-specific charges.
- CSHC or Seniors Card should not be substituted for the listed adult-service cards.
What to do
- Use SA Dental's appointment instructions and have your current card ready.
- Explain whether you need urgent assessment or general care.
- Ask about treatment costs, waiting arrangements and the evidence for any adult-dependant route before booking.
Ambulance
SA Ambulance Service cover
Ambulances are not universally free for pensioners in SA. SAAS offers paid cover with a pensioner discount. Standard SA cover and additional Australia-wide emergency cover have different scope.
Who it is for: People checking cover before travel or considering a membership application.
Check the exact conditions: this is a boundary case. Confirm with the administering service before relying on eligibility or cover.
- Published information differs (checked 5 October 2026): the detailed Ambulance Cover page includes non-emergency transport in Standard Cover after a two-month wait.
- The About Ambulance Cover overview describes Standard Cover for emergencies and separate Extras for non-emergency transport. Both official pages are linked below; neither summary alone settles your cover.
- Check emergency, non-emergency and interstate services against the terms.
- Waiting periods and exclusions matter before relying on a new membership.
- The official provider says not to email payment-bearing membership applications.
What to do
- Ask SAAS whether your chosen cover includes the emergency, non-emergency and interstate services you may need. Request the current terms and confirm any waiting periods or exclusions.
- Use the official online or stated paper/application route.
- Keep membership evidence and review travel coverage; a medical emergency still requires calling 000 without delaying for account checks.
Housing and urgent help
SA Housing Connect registration
Use SA Housing Connect for a social housing registration, or return the paper form and evidence to SA Housing Trust. It is different from Tasmania's service with the same name.
Who it is for: Households seeking public or participating community housing in South Australia.
- Residence, independent income, household property, income and assets rules apply, with special-circumstances provisions.
- Separate household groups in one application each need assessment.
- Need categories, annual confirmation and suitable-home availability affect the process.
What to do
- Read the current registration instructions and gather household evidence.
- Register online or use the official offline forms and assistance.
- Keep the registration current and report changed needs; call Homeless Connect SA if you lack somewhere safe now.
Legal planning and support
SA financial powers and Advance Care Directives
An Enduring Power of Attorney is SA's financial planning route. An Advance Care Directive records future health, living and personal preferences and can appoint substitute decision-makers.
Who it is for: People choosing decision-makers or reviewing the authority held by a supporter.
- These documents have different purposes and do not replace a will.
- Use the current SA signing, capacity and witnessing guidance.
- A family helper is not automatically authorised for financial or personal decisions.
What to do
- Read both official planning explanations.
- List the financial and personal decisions you want covered.
- Seek suitable legal and health guidance before signing or changing appointments, especially for older or interstate documents.
Urgent housing and support
Call 000 if someone is in immediate danger. A housing application is not an immediate shelter booking.
Homeless Connect SA
24-hour homelessness assessment and referral, including families. Explain immediate safety and accommodation needs; options depend on circumstances.
